Bike Program Coordinators
William McGinnis
Program Director
William McGinnis serves as Program Director for the Believe It Foundation, where he leads efforts to create meaningful inclusion opportunities for students across San Antonio. A graduate of Texas Lutheran University, William began his career in education at Seguin ISD before moving to Harlandale ISD, where he taught Life Skills and later served as an Adaptive Physical Education teacher.
During his ten years with Harlandale ISD, William was honored with the Teacher of the Year Award from the Down Syndrome Society, published articles in an Adapted PE Journal. He also designed a sensory cart to assist autistic students and developed several district-wide initiatives, including Partners in PE, which built the area’s largest competing unified sports teams.
Since joining the Believe It Foundation, William has helped expand the program’s reach from three to twenty-three districts. He takes great pride in seeing the joy on students’ faces as they experience new opportunities—whether participating in inclusive activities or riding a bike for the very first time.
